Cruise lines don't quote group rates for "maybe 30 or 40 people." They quote for real numbers. Here's the sequence:

With a real headcount, we negotiate group rates, cabin blocks, and package options — and get actual prices on paper.

You get first look

Everyone on the manifest gets the prices and options first. Book if it works for you; no hard feelings if it doesn't.
